Even if they are not unenrolled in the National Pension System, there are people, both Japanese and foreign, who do not pay their insurance premiums for one reason or another.
The reasons for this include simply ignoring the payment slip, applying for exemption, deferred payment, or taking advantage of the special payment system for students.

If you have outstanding payments, you can make a back payment for the past two years only.
Even if you have used an exemption or special system, you must make sure to make the back payments before applying for a permanent resident visa.

However, even if you make a back payment, the fact that there was a period of non-payment will not disappear.
In addition, if you pay insurance premiums for a period for which you were previously granted an exemption or deferred payment, you may be charged an additional amount.

It is not clear how the two-year period of non-payment will affect the review of your permanent residence visa, so it is advisable to wait until you have a track record of paying your insurance premiums by the due date for at least two years before applying.

If you have been in arrears or have not paid your public pension insurance premiums in the past two years, you may be at a disadvantage when applying for a permanent residence visa.
