The Private Lodging Business Act (hereinafter referred to as the New Private Lodging Act) is a law that was enacted with the aim of developing the Japanese economy by encouraging tourists to visit and stay in Japan in order to meet the demand for accommodation from both within Japan and overseas. The New Private Lodging Act applies to three types of businesses: 1. Private Lodging Business Operators, 2. Private Lodging Management Companies, and 3. Private Lodging Intermediaries. 1. Obligations of private accommodation intermediaries and supervised institutions ① The following information (other information may be required) must be registered with the Commissioner of the Japan Tourism Agency. ・A registration license tax must be paid upon registration, and renewal must be made every five years. ・Trade name, name or full name, address (name of director in the case of a corporation).・Name and address of the business office or office, etc. ② Requires explanation of contract details to guests. ③ The Commissioner of the Japan Tourism Agency will supervise private lodging intermediaries. [Note] Even after the New Private Lodging Act is enacted, local governments can still impose restrictions on private lodging through ordinances and other regulations at their discretion (except for excessive restrictions).
