Procedures for changing licenses for cosmetics manufacturing and sales business/manufacturing business

　Change notification

Cosmetics manufacturers and distributors are required to notify the following items within 30 days of any changes:

[Manufacturing and sales industry]

• Name or address of the manufacturer
• Name and address of the office with the main functions　
• Name of the officer in charge of the business *Only in the case of a corporation
• Name and address of the general manager of manufacturing and sales
• *Required even if the general manufacturing and sales manager is changed to another person, etc.

[Manufacturing industry]

• Manufacturer's name and address
• Factory name
• Structure and Facilities (*A new application is required for reconstruction or relocation)
• Name and address of responsible engineer
• Names of officers conducting business

　Notification of suspension, resumption, or termination

When a manufacturing/sales business or manufacturing business is suspended, resumed, or discontinued, notification must be filed within 30 days.

For example, if a person in charge suddenly resigns and operations are suspended until a new person in charge is found, notification is also required.

　Changes to manufacturing and sales notification (manufacturing and sales distributors only)

• If any information notified in the manufacturing and sales notification is changed, the person is required to notify the change within 30 days.
• If any information on the import notification changes, a notification of changes must be submitted to the Kanto-Shinetsu Regional Health and Welfare Bureau, etc.　
• If there are any changes to the information in your foreign notification, you will need to submit a new notification with the updated details, rather than a change notification.

*If you change the sales name, you will need to submit a new Cosmetics Manufacturing and Sales Notification instead of a change notification.

　Application for license renewal

If there are any changes to the information on a marketing or manufacturing license, you can apply to have the license rewritten.

It is not necessary to renew your permit. If you do, a separate fee will be charged (2,400 yen in Tokyo).

　Application for reissue of license

If your license for manufacturing sales or manufacturing becomes dirty or lost, you can apply to have it reissued.
