*From January 28, 1, it is no longer necessary to submit an import notification for cosmetics for manufacture and sale. At the time of customs clearance, a copy of the cosmetics manufacturing and sales business license and a copy of the manufacturing and sales notification are required.
Ⓐ Notification of Cosmetics Manufacturing and Sales (commonly known as Item Notification)
The sales name, manufacturing place, etc. must be notified for each product to the governor of the prefecture in which the office holding the cosmetics manufacturing and sales license is located. Products that differ only in color and fragrance can be registered as one product as part of a series.
This is an important notification that will determine the sales name of the product when it is actually released to the market, so the sales name must be carefully decided in advance and the procedure must be carried out.
*Notes about sales names
There are very strict rules regarding sales names.
Examples of what not to do: "White" to suggest a whitening effect / Expressions such as "vitamin" that are specific ingredients / Names that may be confused with pharmaceuticals or quasi-drugs such as "Medical XX"
If the prefecture reviews the application documents and determines that the sales name is inappropriate, the sales name will need to be changed. If, for some reason, the sales name is not approved after packaging and label printing has been completed, it will result in losses in time and money, so we recommend that you wait until you have checked the product name with the prefecture before ordering labels, etc.
Ⓑ Notification of Cosmetics (Foreign Manufacturer/Distributor)
Before importing the cosmetic product, the domestic manufacturer/distributor of the cosmetic product in question is required to submit a "Notification of Foreign Manufacturer/Distributor of Cosmetics" to the Minister of Health, Labour and Welfare via the PMDA (Pharmaceuticals and Medical Devices Agency), which includes information about the foreign manufacturer/distributor that will be the importer (such as the manufacturer's name and address), and registers the information in the "Notification of Foreign Manufacturer/Distributor of Cosmetics."
Please also attach a list of the cosmetics you wish to import.
After notification, it is necessary to create a quality standard document
Once you submit the cosmetic manufacturing and sales notification, that's it. Not. It is necessary to keep a secure record of notifications for each item and to keep records as specified in the procedure manual.
For example, in the case of Tokyo, a "quality standard document" must be created for each item. The ``Quality Standard Document'' is a format that serves as a textbook for the product. We recommend that you also keep the manufacturing and sales notification document.
Change and cancellation procedures
If there is a change in the contents of a registered product
Enter the relevant changes in the Cosmetics Manufacturing and Sales Notification Change Notification Form and submit the change notification. *Please note that you may also need to submit a new Notification of Manufacturing and Sales of Cosmetics (A).
When the sale of a product ends
The cosmetics manufacturing and sales notification form will state that the product is to be discontinued, and a notification of the discontinuation of the product will be submitted.
In cases where the destination prefecture for cosmetics manufacturing and sales notifications is changed due to the relocation of the office of a cosmetics manufacturing and sales business, or when multiple items are discontinued all at once, the number of applicable items is 30 or more (in Tokyo). In some cases, it is possible to carry out the procedure all at once.
