When there is a change in the general motor vehicle transport business, the change cannot be made without prior approval from the Ministry of Land, Infrastructure, Transport and Tourism or the Transport Bureau, which is called an "application for change approval."
"Application for change approval" is required when the following changes occur.

Application for change approval for business transfer/merger/split of general freight vehicle transportation
General freight vehicle transportation business licenses can be transferred due to business transfer, merger, or division.
This procedure is carried out when there are multiple transportation companies within a group and they are combined, or when the logistics department is made independent from a corporation and a specialized logistics company is established.
