Crackdown on vehicles violating vehicle restriction orders
Updated: July 2025, 10
Because the passage of overweight vehicles causes significant damage to roads, crackdowns are being carried out against vehicles that violate vehicle restriction orders.
Violators may be subject to a measure order (administrative penalty) ordering them to leave the expressway, measures to reduce the load, suspension of traffic until a permit is obtained, or a complaint to the police.
Due to the constant number of malicious offenders and repeat offenders, effective April 29, 4,
Thorough crackdowns and measures to suspend large-lot and frequent discounts will be strengthened.

Strengthening enforcement of law-violating vehicles
From April 29, some changes will be made to measures regarding vehicles that violate laws and regulations, and the following three points will be implemented.
1. Measures for individual violations
If a violation is confirmed as a result of guidance and enforcement, a ``measures order'' or ``guidance warning'' will be issued depending on the severity of the violation.
- Violation points are given according to categories such as "measures order" and "guidance warning".
- Malicious violators will be prosecuted and some discounts will be suspended regardless of their accumulated points.
2.Measures according to accumulated points
- Depending on the cumulative number of points for violations over a maximum of two years, ``guidance'', ``suspension of discounts'', and ``suspension of use'' will be implemented.
・If measures are taken to “stop discounts” or “suspend usage” based on accumulated points, a “warning” will be given to the subscriber.
3. Measures depending on the accumulation of “warnings”
If a policyholder receives three "warnings" within two years, discounts will be suspended for all of the policyholder's cards.

What is the bulk/multiple discount system?
A discount system for tolls on national highways, etc. using the ETC system for large and frequent users. Those that meet the requirements of East Japan Expressway Co., Ltd., Central Japan Expressway Co., Ltd., and West Japan Expressway Co., Ltd. can be used, and the discount rate varies depending on the frequency of use.
In addition, the discount system includes ``large-use and frequent-use discounts for national highways'' and ``large-use and frequent-use discounts for general toll roads,'' which are calculated separately.

What is Vehicle Restriction Order?
The Vehicle Restriction Order sets maximum limits for vehicle width, weight, height, length, and minimum turning radius in order to protect roads and prevent accidents. (Please note that the loaded weight of the vehicle is not the weight it can drive.)
Vehicles exceeding this limit will require permission, such as a special vehicle traffic permit or an out-of-limits permit.
| [General restriction table] | |
| Vehicle specifications | General limits |
| Width | 2.5 meters |
| Length | 12.0 meters |
| Height | Height designated road → 4.1 meters Other roads → 3.8 meters |
| Weight (total weight) | 20 ton *Japan only |
| Axle load | 10 ton *Japan only |
| Adjacent axle load | Adjacent axles with a wheelbase of less than 1.8 meters: 18 tons Adjacent axles with a wheelbase of 1.8 meters or more: 20 tons |
| wheel load | 5 ton *Japan only |
| Minimum turning radius | 12.0 meters |
*Special rates are available for some car models.
*On national highways and weight-designated roads, no permit application is required for vehicles with a total weight of 20 to 25 tons, depending on the length and wheelbase of the vehicle.
