The requirements for obtaining a secondhand goods dealer license are as follows:

Article 4 of the Secondhand Goods Business Law stipulates the grounds for disqualification of a license.
If the applicant, manager, or corporate officer falls under any of these disqualifying reasons, permission will not be obtained.
Examples of reasons for disqualification:
- Criminal history: Those who have been sentenced to imprisonment or more for less than 5 years or those who have been fined for a specific crime for less than 5 years
- People who have been punished in the past for violating the Secondhand Goods Business Law
- Minors, adult wards, bankrupt persons who have not been discharged, and persons with no fixed address
- Those whose secondhand goods dealer license has been revoked within the last five years
- Civil servant
*Although this does not conflict with the Secondhand Goods Business Act, it may be determined that it violates the provisions prohibiting side jobs in the Civil Service Act.
②Be able to establish a business office for secondhand goods trading
The location you apply for as a business office requires a fixed-term contract and structures and facilities that can be independently managed.
If you rent a place or store for a short period of time, or simply rent a place or space, it does not qualify as a business office and cannot be applied for.
For example, if you want to deal in used cars, in some areas you may need to secure a place to store the goods (a parking lot for used cars) before applying.
In terms of storage space, in most areas you will need space for at least 2-4 cars.
However, if you run a small business with little inventory, such as online sales, you may be able to reserve parking spaces for just one car.
③ A manager can be established for each business office.
Businesses engaged in secondhand goods trading must appoint one manager for each business office as the person responsible for properly carrying out operations related to the business office.
An administrator cannot be appointed as an administrator in the following cases.
- minor
- An adult ward, person under curatorship, or a bankrupt person whose rights are not restored.
- A person who has been sentenced to imprisonment or more, or who has committed a crime provided for in Article 31 or a crime provided for in Article 247, Article 254, or Article 256, paragraph 2 of the Penal Code (Law No. 45 of 1907) and has been sentenced to a fine, and for whom five years have not yet elapsed since the date on which the execution of the sentence was completed or the date on which the person became no longer subject to execution.

- A person whose secondhand goods business license has been revoked pursuant to the provisions of Article 24 and for whom five years have not yet passed since the date of said revocation (if the person whose license has been revoked is a corporation, this includes a person who was an officer of said corporation within 60 days prior to the day on which the date and place of the hearing for said revocation was made public and for whom five years have not yet passed since the date of said revocation).
- Any person who has returned a license under Article 8, paragraph 1, item 1 between the date and place of the hearing for the revocation of the license under Article 24 and the date of the revocation or the date of the decision not to revoke the license (excluding any person who has a reasonable reason for discontinuing the secondhand goods business), and who has not yet passed five years from the date of the return.
How to apply for secondhand goods dealer license

The application should be made to the "crime prevention section of the police station that has jurisdiction over the location of the business office that operates the secondhand goods business."
Therefore, if you have business offices that sell secondhand goods throughout the country, you will need to apply to the police station with jurisdiction for each business office.
An application fee of 19,000 yen is required.
Please note that this fee will not be refunded even if your application is denied or your application is withdrawn.
