Tax payment certificate required for bidding qualification screening
Updated: July 2025, 12
When applying for registration review of bidder qualifications, it is mandatory to submit tax payment certificates for each business year being reviewed.
An applicant's tax payment status is one of the important qualification requirements when reviewing and confirming applicants' eligibility to participate in a bid.
The documents to be submitted as proof are as follows:
| Tax type | Certificate type | Issued to | Main application destination |
| national tax | ・Proof that there is no unpaid corporate tax or local consumption tax Tax payment certificate (part 3 of 3) | ・Tax office where the head office is located | ・When the municipality to which the application is applied is a prefecture ・When the municipality to which the application is applied is a municipality ・When the local government has a head office or branch office |
| Prefectural tax | ・Proof that there is no unpaid corporate prefectural tax ・Proof that there is no unpaid corporate business tax | ・Prefectural tax office where the head office is located ・Prefectural tax office where the head office is located | ・When the municipality to which the application is applied is a prefecture ・When the municipality to which the application is applied is a municipality ・When the local government has a head office or branch office |
| Municipal tax | ・Proof that there is no unpaid corporate municipal tax | ・Ward, mayor, village office | ・When the municipality to which the application is applied is a municipality ・If the local government has a head office or branch office |
- The type of tax payment certificate to be submitted varies depending on the prefecture and municipality.
- Each certificate may be available in original or photocopy form and must be confirmed in advance.
- Some local governments require you to submit information about your National Health Insurance tax payment status.
- In some cases, the local government where your head office or branch office is located may check your tax payment status by agreeing to and submitting the "Consent Form for Confirmation of Tax Payment Status, etc." In this case, you do not need to submit a certificate.
- If you have any unpaid taxes, you will not be able to apply for a bid qualification review.
▶For example...
If there is a tax liability for both the head office and branch, which certificate should I submit?
If the contract with the local government you are applying for is the head office, submit the certificate of the head office, and if the contract is with the local government, submit the certificate of the branch, etc.
As described above,
"Which tax certificate do I need, the head office or the branch office?"
What kind of tax certificate do I need?
Please be careful to check the application requirements etc. directly with the local government.
