Nomura Real Estate Investment Advisors Co., Ltd. is an investment management company that manages J-REITs, private REITs, and multiple other private funds, and conducts business based on numerous licenses and permits.

Due to the nature of their business, they require a continuous and strict compliance management system, and have entrusted us with their licensing and approval-related work.

One of the most important management issues is to establish a system that allows for continuous operation without relying on individuals to manage permits and licenses.

In this interview, we spoke with the person in charge at BLUE FRONT SHIBAURA TOWER S, a building operated by the same group where the company moved its head office last year (August 2025), about the background to the decision to outsource, the challenges that arose at the time, and the changes that have occurred as a result of actually putting the system in place.

■ The burden of managing permits and licenses ourselves

The license and permit management work that we have outsourced to your company was originally the responsibility of another department, but due to changes in internal responsibilities, it has become necessary for our department to handle it.

In our company, there are multiple licenses and permits to handle, each with different documents, and the work cannot be done the same way every time; it requires different responses depending on the situation. As a result, we felt that this type of work tends to become dependent on specific individuals and places a heavy burden on certain people.

In addition to major procedures such as personnel changes that occur approximately once a year, there are also business reports.
It's quite difficult to remember exactly how the procedure was done a year ago.
I also found it burdensome to have to go back and recheck past documents every time I submitted a notification or report.

Around that time, I heard that one of our group companies had outsourced the procedures related to real estate agents to your company, and I was introduced to you and decided to consult with you.

The initial motivation was the expectation that we could ask for assistance in a similar manner with our group companies.

When outsourcing, I was concerned about how much I could entrust to them and what level of support they would provide.

To begin with, we don't have detailed manuals for each notification and report form, so I couldn't really picture how we would communicate with your company or what the process would be like to complete the documents.
The concern was whether external parties could truly address issues that hadn't been fully addressed internally.

Therefore, in order to clarify the type of work we would like to request from your company, we first made a one-off request for "business report preparation."
They then provided us with proper guidance and execution, from creating and managing the schedule to how to proceed with the work (dividing the responsibilities of what our company should handle and what you should handle, etc.), which allowed us to complete the procedures smoothly.

As a result, we decided that it would be possible to ask them to handle all of this in one go, and we ended up outsourcing the management of all of our permits and licenses to them.

■ Not only the workload but also the invisible burden of "anxiety" has been reduced

It can be difficult to give specific figures on how many hours of work have been reduced.

But it definitely lessened the burden.

Once the procedure is complete, the documents will be shared and organized as a history.

The responses that had previously been carried out in a trial and error manner have now been organized into a series of steps.

What keeps this management system functioning continuously is the regular monthly meetings.

We started with the agreement that the meeting would be held even if there was no particular agenda, and this has turned out to be a great source of reassurance.

Having regular face-to-face meetings makes it easier to share information, and work doesn't just happen on a one-off basis.Planned and managed throughout the yearThis leads to a sense of security.

Rather than simply checking progress, they continually organize and share information about the status of responses across fiscal years and the schedules for notifications and business reports that will be required in the future, so we are always able to see what we need to do this year and what the next steps are.

Even if a change that requires notification of change occurs, the response will not depend on an individual person in charge,It is managed as a systemI have that feeling.

Furthermore, since I can quickly get answers to minor questions by phone, I no longer have to wonder whether to research it myself or check with an external company.

■ Hopes are high for documents that provide a clear picture of past events

There are many situations within the company where I am asked, "What happened at that time?" or "How did you handle things in the past?"
Therefore, it would be extremely helpful to have materials that systematically organize past information, such as materials organized chronologically and summaries of special measures.

We would also appreciate it if you could provide us with materials that provide an overall picture of the work, things like handover documents, and even suggestions such as "We can also do this."
