Background to the creation of the three business types
The funds transfer business is an industry that was created on April 22, 4, when the "Act on Fund Settlement" was revised.
At the time of its establishment, there were no types of funds transfer businesses, and the upper limit for remittance was 100 million yen (same as the current Type XNUMX).
However, in order to meet the following demands, business types with different upper limits were created.
Type 1 funds transfer business
Demand for remittances with larger remittance amounts than 100 million yen, such as remittances between businesses.
Originally, there was no upper limit for remittances at banks, but as the fees were high and the remittance speed was slower than in the fund transfer industry, there was a demand for funds transfer businesses to send money without a limit.
Type 3 funds transfer business
Demand for remittances with smaller remittance amounts than 100 million yen, such as smartphone payment services.
Even for funds transfer businesses where the upper limit is around 5 yen, the same regulations and procedures were required as for businesses with an upper limit of 100 million yen, so there was a demand for a type with a lower upper limit but simpler application procedures. did.
