A prepaid payment instrument issuing business is a business that issues "prepaid payment instruments".
First of all, what is a "prepaid payment method"?Things you can pay for in advance and use later for shopping.

① Pay in advance
② You can use it later for shopping

To break it down and explain it, that's all there is to it.

Specifically, these include prepaid cards, smartphone payment apps, and gift certificates.
(Please note that prepaid cards and smartphone payment apps may fall under the category of fund transfer businesses.)

Private issuers and third-party issuers

Prepaid payment instrument issuers are divided into in-house issuers and third-party issuers depending on the type of business.

For in-house issuers and third-party issuers,

  • Whether prepaid payment instruments can be issued before notification or registration with the Director of the Finance Bureau, etc.
  • Whether prepaid payment methods can be used at third-party stores (affiliated stores, franchise stores, etc.)

There is a big difference, so it is an important question which one to choose.

For example, you can distinguish between in-house and third-party issuers by answering the following questions:

Q1. Can prepaid payment instruments be used to pay for goods or services only when purchased from the issuer of the prepaid payment instrument (including those who have a close relationship with the issuer, such as a relative or capital relationship with the issuer)?

If NO,"Third-party issuer".

A "third-party issuer" can issue prepaid payment instruments that can be used at third-party stores other than the issuer (member stores, franchise stores, etc.).
However, before issuance, registration must be obtained from the Director-General of the Finance Bureau, etc.
This will be more difficult than for a “self-publisher.”

If YES, next question.

Q1,000. Is the unused balance on the reference date more than XNUMX million yen?
(Reference date is the end of March and end of September every year)

If YES,"Self-issuer".

"In-house issuers" can issue prepaid payment instruments that can only be used at the issuer's stores.
Since a notification will be made if the unused balance on the base date exceeds 1,000 million yen, it can be issued before the notification is submitted.
This is easier compared to a “third-party issuer.”

If no, then the law is not applicable at this time.
A notification is required if the unused balance as of the base date exceeds 1,000 million yen.

Our company provides an English-language service regarding "in-house issuer notification."

Recently, there has been an increase in the number of people requesting English support for ``in-house issuer notification''.
For example, a game company based in China creates a subsidiary in Japan to provide game apps, and that subsidiary sells paid points that can be used with game apps.

Furthermore, if for some reason someone who is not good at Japanese attempts to complete the notification procedure (such as when a parent company outside of Japan handles the actual procedure), the language barrier may become a problem.
It is very difficult for people who are not familiar with Japanese to understand Japanese laws and guidelines and go through the procedures smoothly.

  • What documents are required?
  • What regulations are there?
  • How do I calculate the unused balance?
  • What needs to be done and by when?

Therefore, we provide an English-language service regarding the notification of in-house issuers.
In addition to communicating with the person in charge, we also explain related laws and guidelines in English.
This allows the person in charge to submit the report smoothly.

[One point for notification of in-house issuers]

By law, foreign businesses cannot become issuers of prepaid payment instruments.
However, it is possible for a subsidiary established in Japan by a foreign business to become an issuer of prepaid payment instruments.

Please see below for a list of close associates of private issuers.
