In order to "develop human resources" to play a role in the economic development of developing countries, the Technical Intern Training Program has been established as an opportunity for foreigners to acquire advanced skills and techniques from developed countries.
There are broadly two types of foreign technical intern training programs. They are the ``independent company type'' and the ``organizational supervision type.'' Among the existing systems, the single-company type had relatively few problems, but the group supervision type had many problems such as unpaid wages and assault.

Due to this background, on November 28, 11, a new *Technical Intern Training Act was enacted.Enforced on November 29, 11it was done. As a result, permission is now required from the supervising organization.

About the permission system for supervising organizations ~Permit classification~

Permits for supervising organizations are divided into the following two categories.

 (*) If no improvement order or business suspension order was received within the previous permit deadline.

Regarding the permission system for supervising organizations - Required standards -

The following standards are required of supervising organizations: ① to ⑧.

① Be a corporation that does not aim for profit.

  Chamber of Commerce and Industry

  small business organization

  Vocational training corporation

  Agricultural cooperatives, fishery cooperatives

  Public interest incorporated association, public interest incorporated foundation, etc.

②Having sufficient ability to conduct business appropriately in accordance with the standards for implementing the business of the supervising organization

 Ⅰ Regular audit of training implementers

   (At least once every 3 months,The audit will be conducted in the following manner:

   A. On-site inspection of the implementation status of technical intern training

   B. Receive reports from the technical internship manager and technical internship instructor

   C. Interviews with more than a quarter of the current technical intern trainees

   D. Checking the facilities at the training provider's business premises and inspecting books and documents, etc.

   E. Confirmation of living conditions such as accommodation for technical intern trainees

 II Implementation of post-arrival training for technical intern trainees listed in Item 1 (can be delegated to appropriate persons)

 Ⅲ Guidance in creating a technical intern training plan

 Ⅳ Consultation response from technical intern trainees

Having a financial base sufficient to carry out the supervision business in a sound manner

4The necessary measures have been taken for the proper management of personal information.

Implementing measures for external directors or external audits

A contract regarding intermediation of technical intern trainees has been concluded with a foreign sending organization that meets the standards.

Compliance with excellent requirements (when conducting training management for technical intern training No. 3)

⑧Have the ability to properly carry out the supervision business

Regarding external officers and external audits

As a new standard, it is necessary to have external directors or external auditors.

As for who can become a director, the person must have completed training for external officers within the past three years.

*Currently, there are transitional measures regarding the course.
