Subsidy overview

This subsidy aims to promote the spread of ZEH (Net Zero Energy Homes) and advance the decarbonization of housing, and is available for newly built detached houses and apartment buildings, as well as renovations and energy-saving assessments of existing homes.

The main businesses covered are divided into the following three categories:

Newly built detached house ZEH

This program involves building or purchasing detached houses that meet the "ZEH" standard, which aims for net-zero annual primary energy consumption, and the even more energy-efficient "ZEH+" standard. It is divided into two categories: general public application (single-year and multi-year programs), and the second year of the multi-year program.

Eligible persons: Individuals who will be the builder of a newly constructed custom-built detached house or prospective buyers of a newly constructed detached house.
The second year of the multi-year program is for those who received a subsidy in the first year of the "General Public Application (Multi-Year Project)" program.
* Individuals planning to purchase newly built detached houses in multi-year projects are not eligible to apply.

Business Schedule : Application period for new ZEH portal account issuance requestsThe application period is from April 20, 2026 (Monday) to January 4, 2027 (Monday) at 17:00.
If you obtained a ZEH portal account before fiscal year 7, you can continue to use the same account in fiscal year 8.

Subsidy :

Single-year project

ZEH: 55 yen/house (regions 1-3), 45 yen/house (regions 4-8)

ZEH+: 90 yen/house (regions 1-4), 80 yen/house (regions 5-8)

Multi-year project

This year: 50,000 yen/unit (for both ZEH and ZEH+)

- Subsequent years (2nd year) :

ZEH: 50 yen/house (regions 1-3), 40 yen/house (regions 4-8) 

ZEH+: 85 yen/house (regions 1-4), 75 yen/house (regions 5-8)

*Additional subsidies will be provided if you install additional equipment such as energy storage systems, solar thermal systems, or charging/discharging equipment.

Regarding regional divisions

1 Region: Hokkaido (Northern Hokkaido and Eastern Hokkaido)
2 RegionHokkaido (southern and central parts), Aomori, Iwate, and parts of Akita
3 Region: Most of the Tohoku region, and parts of Nagano Prefecture
4 Region: Southern Tohoku, Northern Kanto, and parts of Koshinetsu
5 Region: Plains of Kanto, Tokai, Hokuriku, Chugoku, and parts of Kyushu
6 Region: Major cities in the Kanto region, and many areas in Tokai, Kinki, Chugoku, Shikoku, and Kyushu.

Overview of multi-year projects

Newly built multi-unit ZEH-M

This program provides subsidies for newly constructed apartment buildings, specifically targeting projects to build ZEH-M (Net Zero Energy Houses) that aim for net-zero annual primary energy consumption. These buildings are divided into two categories based on the number of floors: low-rise ZEH-M and mid-rise ZEH-M.

Target :

Low-rise ZEH-M: The residential portion consists of 1-3 story apartment buildings.

Middle ZEH-M: The residential portion consists of 4-5 story apartment buildings.

This project requires online application. Please use the "New Construction ZEH-M Portal" provided by SII.

What is LOCO2 calculation?

When evaluating the environmental performance of a building, it is important to quantitatively (numerically) assess its contribution to reducing CO2 emissions, particularly from the perspective of "preventing global warming."

Existing renovations

This project targets energy-saving diagnostics and renovations for detached houses and apartment buildings that aim to become Net Zero Energy Houses (ZEH), which are homes with net-zero annual primary energy consumption. There are three types of projects: ZEH+ renovation, ZEH remodeling, and ZEH diagnostics.

Eligible persons :

ZEH+ renovation: Individuals or corporations who are the owners or prospective owners of existing detached houses to be repaired.

ZEH renovation: Individuals or corporations who are the owners or prospective owners of the existing house to be renovated.

ZEH Diagnosis: Individuals or corporations who own existing homes and are undergoing energy efficiency assessments.

Subsidy :

ZEH+ renovation: The sum of A) and B) below.

A) Design cost, equipment cost, construction cost
The subsidy amount shall be the lower of the following two amounts: the sum of the design fee (fixed rate), equipment costs, and one-third of the eligible expenses related to construction costs, or the following upper limit.

The following amounts apply to each application category, but only if a public viewing (open house, etc.) is conducted.

ZEH Diagnosis :

Subsidy rate: Up to one-third of eligible expenses

Maximum subsidy amount:

If obtaining BELS certification: 250,000 yen/unit

If BELS is not obtained: 200,000 yen/unit

    Your application will not be automatically carried over to the next open call, so you will need to make a new application.

    Are there any restrictions on starting a business?

    It is necessary to start the project after receiving the grant decision notification and obtaining the grant decision number.

    *For FY2, the start date for public recruitment has been postponed due to the spread of the new coronavirus infection, so the start of foundation construction that is not eligible for subsidies is permitted.

    Is it not possible to apply for a house whose construction cannot be completed within the project deadline for each public offering?

    If you are applying for a project that is expected to be unable to be completed within the project completion date due to unavoidable reasons related to the project plan (such as the construction process for housing eligible for subsidy), please submit a statement of reasons for the delay (free) at the time of application for grant. format) must be attached.

    The applicant plans to purchase an air conditioner for the "main living room" at a mass retailer, but the model has not been decided yet. How should I calculate and apply for energy?

    “Main living room” is categorized by energy consumption efficiency of air conditioner.
    It is a requirement to introduce a model that satisfies (a). At the time of application, the implementation plan includes the classification of energy consumption efficiency of the air conditioner.
    It is possible to temporarily select equipment that satisfies (a) and enter it as being installed.
    In that case, be sure to classify the energy consumption efficiency of the air conditioner.

    What should I do if the plan (equipment, floor plan, etc.) submitted at the time of application for grant changes?

    In principle, changes to the submitted details are not allowed.

    Are lead-acid batteries eligible for subsidy?

    The only energy storage systems that can be applied for are lithium-ion energy storage systems that are registered as having a renewable energy energy storage mode in the list of products eligible for subsidy under the 27 supplementary budget housing energy-saving renovation promotion project subsidy.
    (Lead-acid batteries are not eligible for subsidy.)

    Is it possible to use this in conjunction with other subsidies or grants?

    Subsidies funded by the national treasury are not permitted if they overlap with the eligibility criteria of this project. However, it is possible to use subsidies not funded by the national treasury, or national treasury subsidies that do not overlap with the eligibility criteria of this project, in conjunction with this project. Please note that other subsidies, such as those from local governments, may also be funded by the national treasury; therefore, please be sure to check with the relevant office regarding other subsidy programs.

    Is it possible to start foundation work before the grant approval for a newly built ZEH (Zero Energy House) is granted?

    For individual applications for newly built custom-designed detached houses and corporate applications, the following applies: [Single-year projects] For foundation work (without insulation), commencement is possible before the grant decision is made. For "insulation work" and "work other than foundation work" that are eligible for subsidies, commencement before the grant decision is made is not permitted. [Multi-year projects] For foundation work (without insulation), commencement is possible before the grant decision is made for the second year. For "insulation work" and "work other than foundation work" that are eligible for subsidies, commencement before the grant decision is made for the second year is not permitted. However, only for projects that submit an "Application for Approval to Commence Subsidized Project for the Next Fiscal Year" at the time of reporting the completion results in the first year and receive approval from SII, commencement of the project is possible from April 1, 2027 onwards, without waiting for the grant decision for the following year (second year).

    The applicant's identification document still shows their old address because they haven't updated it. Is it acceptable to submit it as identification?
