Overview of the Home Energy Saving Campaign 2026

The Home Energy Saving Campaign consists of the following four projects:

• Mirai Eco Housing (Renovation/New Construction)
• Advanced Window Renovation 2026 Project
• Hot Water Energy Conservation 2026 Project
• Rental Housing Hot Water Energy Saving 2026 Project

Mirai Eco Housing

Regarding "GX-oriented housing" specifically "detached houses," the maximum number of units that each registered business operator can apply for is generally 300 units per month (standard quota).
Furthermore, an additional 300 units per month (separate allocation) can be applied for housing units that are subject to initiatives contributing to the promotion of advanced GX (Geographical Innovation).

*5 For new construction of rental housing (limited to long-term excellent housing or ZEH-standard housing), the subsidy covers 50% of the number of rental units that meet the requirements. Furthermore, to streamline administrative procedures, the subsidy amount in the application process will be handled as follows.
Long-term high-quality housing: 400,000 yen per unit for regions 1-4, and 375,000 yen per unit for regions 5-8.
ZEH-standard housing: 200,000 yen per unit for regions 1-4, and 175,000 yen per unit for regions 5-8.

　Applications will be accepted from the start of the application period until December 16, 2026 at the latest (or until the budget limit is reached).

■ Eligibility Requirements

If the owner or other party contracts with a Mirai Eco Housing business operator and carries out renovation work that meets certain requirements, subsidies are available depending on the scope of the renovation.

Eligible persons
Those who meet the following two conditions are eligible.
①Those who enter into a construction contract with a Mirai Eco Housing business operator and carry out renovation work.
A "Future Eco Housing Business Operator" is a company that acts on behalf of the construction client to handle procedures such as grant applications.
These are construction contractors who have registered with this program in advance, as they are responsible for returning the subsidies they receive to the clients who commission the construction work.
②The person must be the owner of the house to be renovated.
Homeowner:
Individuals or their families who own and reside in a house
Individuals or corporations that own and rent out residential properties

Management associations and management corporations for apartment buildings, etc.

Requirements for eligible renovation work
In this project, renovation work will be broadly categorized into two types: "required work" and "subsidized work."

①Construction work required to receive subsidies (required construction work)
There are two criteria for "compulsory construction work": combinations to comply with "mandatory standards" and combinations to comply with "next-generation energy-saving standards." Details of the combinations for "compulsory construction work" are shown in the table below.

■Application procedure flow

①Get an account for the Home Energy Saving Portal

All procedures for this project will be conducted through the "Residential Energy Saving Portal," a web system provided by the secretariat. To use the portal, you will need to obtain either a "General Account" or a "Responsible Person Account," depending on your purpose and the user.

②Registered as a Mirai Eco Housing Business Operator

A Mirai Eco Housing Business Operator is a construction contractor or similar entity registered with the secretariat to handle the application process for subsidies on behalf of eligible applicants, receive the subsidies, and return the received subsidies to the eligible applicants. Mirai Eco Housing Business Operators are registered with the Housing Energy Saving 2026 Campaign by declaring their participation in this program.
The procedure must be carried out by the user of the central account via the portal, and the following documents must be submitted.

③Publication of registered businesses (campaign website)

Businesses registered for the campaign, including Mirai Eco Housing businesses, will be publicly listed on the campaign website if they so wish.
Public disclosure will require addressing inquiries from sales offices and consumers.

4Conclusion of construction contract

This applies to renovation projects for which a construction contract was signed before construction began.
*When construction work is divided and awarded to multiple contractors for renovation work (separate contracting), applications can only be submitted if one of the construction contractors submits the application on behalf of the other contractors.

⑤Conclusion of Joint Project Implementation Agreement

When utilizing the subsidies for this program, the Mirai Eco Housing business operator and the construction client will agree in advance on the following items using the "Joint Project Implementation Agreement" form designated by the secretariat.

⑥Commencement of construction
Renovation work for which a construction contract has been signed and commenced on or after November 28, 2025, is eligible for the subsidy.

Please be sure to take photos before construction begins. (If you forget, you will not be eligible for the subsidy.)
*If you are undertaking insulation renovations on the building structure, please be sure to take photos during the construction process.

⑦Reservation for grant application

What is a grant application reservation? It means reserving (reserving) the planned grant amount for a certain period of time for a subsidized project (renovation) for which grant payment is expected.
The user with the assigned account will complete the procedure through the portal for this project.
Please note that making an appointment to apply for the grant is optional. Whether or not you make an appointment to apply for the grant is up to you.Based on the budget execution status, please make your decision at your own responsibility as a Mirai Eco Housing business operator.

Note: The validity period of the application reservation is,No later than December 31, 2026, or three months from the date of submission, whichever comes first.This applies if the reservation period expires, if the reservation application is rejected, or if an application is submitted after the reservation has been made. However, even if the reservation has expired, you can make a new reservation or apply for the grant again within the application period.

⑧Completion and handover of construction work

⑩Issuance decision

The secretariat will approve the grant to the Mirai Eco Housing Business Operator, the grant recipient, if there are no deficiencies in the submitted grant application. The grant approval will be notified to the user of the contact person's account on the project's portal.

⑪Performance report (and invoice) / Confirmation and disbursement (bank transfer) of subsidy amount

If the grant decision is not withdrawn or revoked by the "withdrawal deadline" stated in the grant decision notice, the project performance report (and claim for the grant) will be treated as having been submitted.

Based on the performance report, the subsidy amount will be determined and then transferred to the account designated by the Mirai Eco Housing business operator. (The deadline is the 20th of the current month, and payment is scheduled for the end of the following month.)
Furthermore, the final subsidy amount and the scheduled payment date will be notified to the Mirai Eco Housing business operator and the joint venture partner, the construction client.

⑫Subsidy rebate

The Mirai Eco Housing business operator will return the granted subsidy to the construction client in the manner agreed upon by both parties in step ⑤.

Advanced Window Renovation 2026 Project

The subsidy targets have been expanded to include "residential buildings and some non-residential buildings," making non-residential buildings eligible.
However, details about "some non-residential properties" have not been announced at this time.

• Residential and somenon-residential building
  *In principle, windows (glass) and doors of buildings and rooms that fall under the following categories are not eligible for subsidies as residential buildings.
  ① In real estate registration and property taxation, it is classified as a use other than residential.
  ② (Even if ① is a residence) It is currently being used for purposes other than residential use (such as a shop or facility).
• Insulation renovation work to install high-insulation windows (those that exceed the 2030 target standard for the Building Materials Top Runner Program, such as a heat transmission coefficient of Uw 1.9 or less, or meet other requirements)
  
• If doors (limited to those installed in openings) are also renovated to have higher insulation performance within the same contract as window renovations, they will be eligible for subsidies.

Businesses that install high-efficiency water heaters in the following types of residences, regardless of whether they are detached houses, apartment buildings, etc.^{* 1 * 2}

*1 Excludes projects that received subsidies under the Hot Water Energy Saving 2025 Project.
*This applies only to businesses that express their intention to participate in the 2J-Credit scheme.
*3 Buy-and-resell businesses are not eligible. Also, projects where the client purchases the water heater and then hires a contractor to install it (so-called owner-supplied or material-and-labor separation projects) are not eligible for subsidies.
*4 If the seller replaces the water heater in the purchase of an existing home, the buyer will be eligible for the subsidy.
(This must be verifiable in the real estate sales contract or its special provisions.)
Please note that purchasing an existing home that already has unused eligible equipment installed will not qualify for the subsidy, as it will not be considered a replacement of the equipment.

The Hot Water Energy Saving 2026 project began accepting applications (including reservations) for bulk grants for apartment buildings and other similar properties from 10:5 AM on May 29, 2026.

■About the changes

　By lowering the subsidy amount, we aim to increase the number of units supported. (Shift to "high-performance equipment with DR function (requirements A and C)" and "equipment with even higher energy-saving performance (requirements A + B)").

Rental Housing Hot Water Energy Saving 2026 Project
