Basic principles

According to the designated standards, establishments are not allowed to provide child development support, medical child development support, or after-school day services (day care support) in excess of the usage capacity and guidance and training room capacity.

Providing day-to-day support for children with disabilities in excess of the usage capacity will not meet the designated standards, so establishments must adjust the days of the week for children with disabilities to ensure that the usage capacity is not exceeded.

However, if there are unavoidable circumstances, exceeding the capacity will be permitted.

Handling when there are unavoidable circumstances

Exceeding capacity is permitted in cases of disaster, abuse, or other unavoidable circumstances.

Examples of unavoidable circumstances are as follows:

〇If other business offices are closed due to disaster or coronavirus

〇If there are children whose safety needs to be confirmed

〇We will confirm the next month's schedule one month in advance, but if we accept a child who has been discharged from the hospital after the schedule has been confirmed.

〇When continuous support is needed for a child with a disability who tends to be absent and is difficult to expect to use regularly.

〇If the child with a disability is not accepted due to the child's family situation or local resource situation, the welfare of the child with a disability will be harmed.

① Subtraction of excess capacity

Exceeding the capacity within the scope of (1) and (2) below is possible on the premise that appropriate service provision is ensured, but in order to prevent excessive capacity use, (1) , Regarding usage in excess of the capacity that exceeds the range of (2), the usage in excess of the capacity will be subtracted.

(1) Handling of subtraction of usage exceeding capacity based on daily usage results

①When the usage capacity is 50 people or less

If the number of children with disabilities per day exceeds the usage capacity multiplied by 1, deductions will be made for all children with disabilities for that day.

(Example 1) If the number of users is 10 people, 10 x 1.5 = 15 people

・Number of disabled children per day: 1: Excess capacity usage will not be subtracted.

・Number of children with disabilities per day is 1: Excess capacity will be subtracted.

(Example 2) If the usage capacity is 5 people, 5 x 1.5 = 7.5 people ⇒ 8 people (rounded up to the nearest whole number)

・Number of disabled children per day: 1: Excess capacity usage will not be subtracted.

・Number of children with disabilities per day is 1: Excess capacity will be subtracted.

②If the usage capacity is 51 or more people

The number of children with disabilities per day is equal to the usage capacity minus 1 from the usage capacity multiplied by 50.

If the number exceeds the number obtained by adding 25, subtraction will be made for all children with disabilities for the target day.

Example) If the usage capacity is 60 people, 60 + (60-50) x 0.25 + 25 = 87.5 people ⇒ 88 people (rounded up to the nearest decimal point)

・Number of disabled children per day: 1: Excess capacity usage will not be subtracted.

・Number of children with disabilities per day is 1: Excess capacity will be subtracted.

(3) Handling of deductions for over-capacity usage based on usage records over the past three months

①If the usage capacity is 12 or more people

If the total number of children with disabilities in the most recent three months exceeds the number obtained by multiplying the usage capacity by the number of days the facility is open, multiplied by 3, a deduction will be made for all children with disabilities for that month.

Example) If the number of users is 30 people and the number of opening days in January is 1.

30 people x 22 days x March = 3 people

1,980 people x 1.25 = 2,475 people

⇒If the total number of children with disabilities in 3 months exceeds 2,475, the deduction will be made.

②If the usage capacity is 11 people or less

Subtraction will be made if the total number of users in the most recent past three months exceeds the number obtained by adding 3 to the usage capacity multiplied by the number of days the facility is open.

Example) If the number of users is 10 people and the opening days in January are 1 days (22 people + 10) x 22 days x March = 3 people

⇒If the total number of children with disabilities in 3 months exceeds 858, the allowance will be subtracted.

(3) Handling of deductions for over-capacity use at multi-functional establishments, etc.

The same applies to (1) and (3) regarding the subtraction of excess capacity usage based on daily usage records in multi-functional establishments and the subtraction of excess capacity usage based on usage history over the past three months.

However, if a multi-functional business establishment has a set usage capacity for each of multiple services, the number of people that can be accepted in excess of the usage capacity shall be calculated for each service.

Example 1) In the case of a multi-functional business facility with a capacity of 30 people (capacity of 10 people for child development support, 20 people for daily living care), excess usage will be subtracted based on the daily usage record.

○ Child development support 10 people x 1.5 = 15 people

・Number of disabled children per day: 15: Over-capacity usage will not be subtracted.

・Number of children with disabilities per day: 16: Exceeding capacity will be subtracted. (Child development support only)

○ Living care 20 people x 1.5 = 30 people

・Number of disabled persons per day: 30: Exceeding capacity will not be subtracted.

・Number of disabled people per day is 31: Exceeding capacity will be subtracted. (Living care only)

Example 2) A multi-functional office with a capacity of 30 people and 22 days of operation in January (capacity of 10 people for child development support,

Subtraction of usage in excess of the capacity based on the past three months of usage in the case of living care facility (capacity of 20 people)

○ Child development support

・10 people x 22 days x March = 660 people

・660 people x 125% = 825 people (total number of children with disabilities that can be accepted)

⇒ If the total number of children with disabilities in three months exceeds 825, child development support will be subtracted.

○ Living care

・20 people x 22 days x March = 1,320 people

・1,320 people x 125% = 1,650 people (total number of people with disabilities that can be accepted)

⇒ If the total number of people with disabilities in a three-month period exceeds 1,650, living care will be subtracted.

(4) Handling when children with disabilities are excluded from the count due to unavoidable reasons

When calculating the number of children with disabilities in (1) to (3), children with disabilities admitted due to unavoidable reasons such as disasters may be excluded.

Please note that ``children with disabilities who tend to be absent due to the nature of their disability or medical condition, and who are difficult to expect to use the facility regularly'' are not subject to this treatment.

(Even if children tend to be absent, if they use the service, it will be counted as the number of children with disabilities.)

(5) Appropriate service provision as a prerequisite for over-capacity usage

Please note that the specific handling of "provision of appropriate services", which is a prerequisite for allowing over-capacity use, is as follows.

Satisfy personnel standards and equipment standards according to the actual number of users.

(Example: If the number of users is 12, it is assumed that three child instructors or childcare workers will be assigned.)

In addition, if there is a reasonable reason such as when it is not possible to secure the necessary child instructors immediately after a disaster, the number of staff standards according to the usage capacity (for example, when the usage capacity is 10 people and 12 people are using the facility) It is considered unavoidable that the number of children exceeds the capacity of the school (with two child instructors or child care workers).

About addition

A business with a capacity of 10 people can open as long as it has XNUMX people (XNUMX full-time employee + XNUMX full-time equivalent person), but if you have more people than the standard, such as XNUMX additional childcare worker, you can open the business.
