Basic system of compensation and sales in welfare services

In child welfare services, 10% of the usage fee is borne by the user, and the remaining 90% is paid to the operator as a day-to-day allowance for children with disabilities based on the Child Welfare Act.

We calculate the total usage amount for each user each month, including compensation additions and subtractions, and divide the amount into the user's share (1%) and the National Health Insurance Federation's share (9%), and bill them separately.

In other words, the usage fee paid by the user + the deposit from the National Health Insurance Federation constitutes sales.

Breakdown of total usage amount

①Benefit expenses  : Usage fee. The amount per session is determined.

②Remuneration addition : If the conditions are met, you can request an additional charge.

③Remuneration subtraction : Subtraction will be made if the standards are not met.

The calculation method for ① is as follows

Total usage amount = Basic benefit unit x Capacity x Opening date x Area grade unit price

Of this amount, the amount billed to the user (1%) and the amount billed to the National Health Insurance Federation (9%).

This benefit will be transferred to your business approximately two months after you use it.

Child development support project benefit cost structure

Specifically, let's calculate the benefit costs in the case of child development support projects.

There are several basic classifications of child development support projects.

It is the most minimal operating system among them.

“Child development support project (for children with disabilities (excluding children with severe mental and physical disabilities))” and “operation format targeting preschool children”

Assuming this, I would like to do some calculations.

*Example of calculating benefit costs for a certain month*

Example: If a child development support office with a capacity of 10 people opens on the 20th and accepts children.

→827 units (basic benefit) x 10 people (capacity) x 20 days (opening day) x 10 yen (regional grade unit price)

 = 1,654,000 yen/month
 

Amount charged to user (1%): 165,400 yen
 

Amount requested to National Health Insurance Federation (9%): 14,886,000 yen

The above is basic sales.

Actual expenses such as snacks will be billed to the user separately from the 1% share and the maximum amount.

The amount exceeding 9% of the total usage fee and the upper limit of the user's burden will be billed to the National Health Insurance Federation (National Health Insurance Association) as public funds.

Process until compensation is paid

As explained earlier, most of the compensation is covered by public funds.

1. Calculate the total amount spent

Based on usage records, we calculate the total usage amount for each user for one month, taking into account additions and subtractions, at the end of the month.


2. Submission or receipt of user burden maximum amount management result slip

If the office does not manage the upper limit, create a "List of User Charges" and submit it to the office managing the upper limit by about the 3rd of the month following the month in which the service is provided.

The upper limit management office will create a ``User burden upper limit management result form'' based on the received ``User burden list'' and submit it to the relevant facilities by the 6th day following the month in which the service is provided. .

3. Request to the Federation of National Health Insurance Organizations

By the 10th of the month following the month in which services are provided, submit the "Bills/Details of day-to-day care benefits for disabled children, admission benefits, etc." and "Service Provision Record Sheet" to the National Federation of Health Insurance Organizations (National Health Insurance Federation), and manage the upper limit. If there are any users, please submit a "User Burden Maximum Amount Management Result Sheet". In principle, submissions are made over the Internet using the "simple input system" or "import/transmission system" provided by the National Health Insurance Federation.

4. get paid

Compensation will be paid between the middle and the end of the month following the month in which the service is provided.

Points to note when getting rewards

So far, we have explained how compensation is calculated and how it works. In the remuneration system for day services such as after school, the amount of remuneration changes greatly depending on the addition. It is important not only to allocate personnel and ensure that day-to-day operations are carried out in a way that does not result in subtraction, but also to consider service content and hire personnel with consideration for additions.

How to increase sales at a child development support office

In addition to the above, there is something called remuneration addition that can be claimed if the conditions are met.
