Steps to opening a licensed nursery school

In order to open a licensed nursery school, the basic method is to apply for open calls and proposals solicited by local governments.
The flow of approval for opening a licensed nursery school in Tokyo when there is public recruitment by the ward is as follows.
First stage: Until plan approval

Prior consultation
We will consult with the ward in advance regarding opening a new nursery school.

Prior consultation
Submit documents to the ward for preliminary consultation with the metropolitan government.

Application for planning approval
Submit documents to the ward to apply for planning approval to the metropolitan government.

Child Welfare Council (plan approval)
Opinions will be heard at the Tokyo Metropolitan Child Welfare Council (held once a month) regarding the contents of the plan approval application. Plan approval will be sent from the Tokyo Metropolitan Government to the ward in about two weeks after the Child Welfare Council.
2nd stage until construction completion

Construction begins
After the plan is approved by the Child Welfare Council, it will be possible to apply for a building permit for the facility, and construction will be able to begin after the confirmation certificate is issued. Construction will be able to begin once the district secures a subsidy budget.

Approval application
Submit documents to the ward to apply for approval from the metropolitan government.

Construction completion/equipment delivery
After construction is completed, the necessary equipment for childcare must be brought in before the ward conducts an on-site inspection.
Third stage until approval

On-site confirmation by the ward
The on-site inspection requires the presence of the childcare operator (required for those planning to be the nursery school director), the designer, and the construction contractor.

Rework work after on-site confirmation by the ward
The construction work was completed by the date of the Tokyo Metropolitan Government's on-site inspection, and the work was reported with photos for the construction parts.

The construction work will be completed by the completion date of the Tokyo metropolitan government's inspection, and the work will be reported with photos.

Indoor chemical testing
Submit indoor chemical substance test results report by the completion date of the inspection by the Tokyo Metropolitan Government. Inspections should be conducted after all equipment in the nursery school has been brought in.

Deadline for approval application document review and on-site confirmation.

Child Welfare Council
Approval documents will be sent from the Tokyo Metropolitan Government to the ward in about two weeks after the Child Welfare Council.
