What is a real estate appraiser?

Real estate appraisers determine "fair land prices" by taking into consideration the local environment and various conditions, including the systems of land price disclosure and land price surveys under which the national and prefectural governments publicly announce fair land prices, the acquisition of land for public use, valuation of land for inheritance tax purposes, valuation of residential land for fixed asset tax purposes, judicial valuation, asset valuation at the time of company mergers, and valuation of in-kind contributions.

In addition to conducting research and analysis to grasp real estate transaction price levels and land and rent levels, as well as to grasp real estate buying and selling and collateral value, we also conduct research and analysis to serve as basis for making decisions regarding real estate investments and disposals.

After passing both the short-answer and essay-style exams, you will undergo "practical training" at a practical training institution registered by the Minister of Land, Infrastructure, Transport and Tourism.
Those who have completed the practical training course and have their completion confirmed by the Minister of Land, Infrastructure, Transport and Tourism can register as real estate appraisers.

Anyone who is qualified to become an assistant real estate appraiser as of February 1, 2006 (having passed the second stage of the old real estate appraiser examination and having more than two years of practical experience) can register.

Required documents for registration

  • Resume
  • A copy of the certificate of passing the second examination of the former real estate appraiser examination
  • Certificate of non-registration (stating that there is no registration of an adult ward or person under curatorship)
  • Identification card (proof that you are not an adult ward or a person considered to be under curatorship, or a bankrupt person)
  • written oath
    * This does not apply to those who have been sentenced to imprisonment or more and who have not yet passed three years since the date of completion of the sentence or the date on which the sentence no longer applies. 
  • Pledge or certificate
    *Submit one that suits each of you.
    ・For those who do not fall under the category of public servants or former public servants, a written oath to that effect.
    - For those who were public servants in the past and have been retired for more than three years, a written pledge stating that they have not been public servants since their retirement.
    - For public servants or former public servants who have left the government within the past three years, a certificate from an administrative agency with disciplinary authority stating that the employee is not a person who has received disciplinary action within the past three years.
  • A document certifying that the applicant has worked in the field of real estate appraisal for at least two years.
  • A document detailing cases in which the applicant has been involved in appraisals
  • A copy of your residence certificate or a document equivalent thereto

Please submit 1 original and 1 duplicate (copies are acceptable for the duplicate).
Submit via the real estate appraisal department of the prefecture that has jurisdiction over your address.

A person wishing to operate a real estate appraisal business must register with the Minister of Land, Infrastructure, Transport and Tourism if establishing an office in two or more prefectures, and with the prefectural governor if establishing an office in one prefecture.

The application submission counter will be the prefecture where the main office is located.

Real estate appraisers are required by law to submit reports on their business performance, etc. once a year.

(5)A CD-R containing the electronic data of the business performance reportPlease record the files (with the extension DAT) in the "Data for submission" folder. The files are encrypted and cannot be opened. Please write the registration number and the name of the registered company on the surface of the CD-R with an oil-based felt-tip pen or similar.
