Subsidy overview

What is ZEB...?

A zero energy building (hereinafter referred to as ZEB) refers to a building whose energy consumption is reduced to zero through energy conservation and the use of renewable energy.

This subsidy program can be used by private building owners (builders) when constructing or renovating a building to meet ZEB standards, and when they want to create an ultra-energy-efficient building using the latest technology.

Characteristics and differences of each business

• ZEB Demonstration Project: This project provides financial support for the actual design, construction, and equipment renovation work of buildings.

• ZEB (Zero Energy Building) Diagnosis and Planning Support Project: This project supports "preliminary diagnosis and planning" before actual construction begins.

Overview of the ZEB (Zero Energy Building) Demonstration Project

<Target Buildings>
• New construction: Private buildings with a total floor area of ​​10,000 m² or more
• Existing buildings (extensions, renovations, and equipment upgrades): Private buildings with a total floor area of ​​2,000 m² or more.
〈Supplementary contents〉
• Eligible expenses: Design fees, equipment fees, and construction fees that contribute to achieving ZEB (Zero Energy Building) status.
• Maximum amount: 500 million yen per year (maximum of 1 billion yen in total for multi-year projects)
・Support rate: within 2/3 in principle
<Main Requirements>
- Involvement of a "ZEB Planner" registered with SII.
- Obtain ZEB (Zero Energy Building) certification through third-party certification such as BELS (One of the following: 'ZEB', Nearly ZEB, ZEB Ready, or ZEB Oriented).
- Introduce at least one item from the "WEBPRO Unevaluated Technologies" (23 items including advanced air conditioning control and natural ventilation systems) published by the Japan Society of Heating, Air-Conditioning and Sanitary Engineers.
- Implement an energy management system (BEMS) and measure and report energy usage to the platform for five years after the completion of the project.

The grant decision date for the FY2026 ZEB demonstration project (first round of applications) is scheduled for mid-July.

ZEB Diagnostics Business

Target buildings: ZEB (Zero Energy Building) diagnosis of existing buildings and formulation of a ZEB plan through equipment renovation.

Applicants: We receive orders for ZEB (Zero Energy Building) diagnostic and planning services for existing buildings in Japan.

Overview of the ZEB Planner Program (FY8 Phase 3)

A ZEB Planner is a registered business that provides a consultation service for achieving ZEB (Zero Energy Building) and supports building owners' ZEB projects through design and consulting. From fiscal year 8, the system was revised to "Phase 3" with the aim of further expanding its adoption.
<Main registration and renewal requirements for Phase 3>
- Publication of diffusion targets for FY2030: For the design and consulting services of non-residential buildings that the company will conduct in FY2030, the company will set achievable ZEB diffusion targets (such as a ZEB diffusion rate of 90% or more, or a performance growth rate of +20% compared to the previous year) and publish them on the company's website, etc.
- Disclosure of Achievements: If you have a history of ZEB (Zero Energy Building) projects, you must disclose it on your company website. Also, if you are continuing registration from the previous Phase 2, you must disclose the percentage of orders received relative to your 2025 target.

What is a phase?

This term refers to the stages (framework) of the ZEB planner registration system.
Phase 2: With a view to achieving the 2030 target, this was the stage in which new registration requirements were established and applications were solicited from 2022 onwards.
The basis for this is setting a target of having ZEB (Zero Energy Building) projects account for 50% or more of the design and consulting work that the company receives orders for in fiscal year 2025.
Phase 3: This is the latest system, which began in fiscal year 2026 (Reiwa 8) with a revised system and redefined registration requirements, in order to further promote the widespread adoption of ZEB (Zero Energy Buildings).
It is mandatory to set a new "ZEB (Zero Energy Building) diffusion target for fiscal year 2030" and publish it on your company's website, etc.

Differences from fiscal year 2025


<Transition between system phases and target years (Phase 2 → Phase 3)>
The system has moved to "Phase 3" with a view to achieving the goals for fiscal year 2030. Accordingly, ZEB planners are now required to set a new "ZEB diffusion target for fiscal year 2030 (e.g., a ZEB diffusion rate of 90% or more)" that is appropriate to their company's scope of work and to publish it on their company website, etc.
<Mandatory disclosure of results for past targets>
Planners who were registered in Phase 2 until FY2025 and wish to continue their registration in Phase 3 are now required to publicly disclose on their company website the actual order results and percentages compared to the "FY2025 targets" they previously set.
<Requirements for participating in the FY8 subsidy program>
・In order to participate as a planner in the "ZEB Demonstration Project (Construction Subsidy)" in FY8, or for planners themselves to apply for the "ZEB Diagnosis and Planning Support Project (Diagnosis Subsidy)," continued registration (or new registration) for "Phase 3" in FY8 is mandatory. If you do not continue registration for Phase 3, you will not be able to participate in any subsidy programs in FY8.
