Application assistance service for regional decarbonization transition and renewable energy promotion grants.
Applications for the 2026 fiscal year are expected to open up in May 2026, with each local government beginning to accept applications.
The first call for applications for fiscal year 2024 was from May 7th (Tuesday) to May 31st (Friday), 2024.
Changes from the previous year
End of new applications for "Decarbonization Pioneer Regions" and transition to the interim evaluation phase.
Since we have reached our initial goal of selecting at least 100 regions by fiscal year 2025 (Reiwa 7), we have closed applications for new regions to be designated as pioneering decarbonization areas as of fiscal year 7.
In fiscal year 8, we will not be accepting new applications. Instead, we are moving into a phase of providing grants to regions that have already been selected, and conducting an "interim evaluation" based on factors such as the progress of CO2 reduction effects, the resolution of regional issues, and regional revitalization.
Addition of cybersecurity requirements (JC-STAR) when installing equipment
The revised implementation guidelines, which came into effect on April 1, 2026, have tightened the requirements for the equipment to be installed.
Standards will be established for the use of "products that utilize IP communication" in the development of solar power generation facilities, storage batteries, energy management systems, etc.
*However, for business plans that were accepted by March 31, 2026, the previous rules will apply as a transitional measure.
Clarification of the "end date of the grant period" for the grant to accelerate the transition to decarbonization in specific regions.
Regarding the subsidy for accelerating the transition to decarbonization in specific regions, which targets privately operated microgrids and other projects that benefit the private sector, the subsidy period is generally set at "approximately 5 years." However, even if the project starts after fiscal year 2026, the subsidy period has now been clearly defined as "up to fiscal year 2030 at the latest."

Purpose and overall structure of the system
This grant program provides continuous and comprehensive support over multiple years to local governments and other organizations that are proactively working towards decarbonization, based on "Regional Decarbonization Roadmaps" and "Global Warming Countermeasures Plans." Its aim is to resolve regional issues before 2050, simultaneously improving the attractiveness of the region and promoting regional revitalization (economic and employment creation, disaster prevention and mitigation, etc.).
Business Description (There are 3 patterns)
Project to create pioneering regions for decarbonization
At least 100 "decarbonization pioneering regions" will be selected nationwide, and by fiscal year 2030, electricity consumption in the residential sector in these specific regions will be reduced.
We will support pioneering initiatives aimed at achieving net-zero CO2 emissions.
• Grant rate: Generally 2/3 (3/4 under certain conditions such as sparsely populated areas)
- Maximum subsidy amount: When implemented in the same decarbonization pioneering region in conjunction with the "Private Sector Benefit-Oriented Self-Operated Line Microgrid Project" funded by the Specific Regional Decarbonization Transition Acceleration Grant, the total grant amount for both projects is capped at a maximum of 60 billion yen.
• Main requirement: Must be designated as a "Decarbonization Pioneer Region".
To introduce a certain amount of renewable energy power generation equipment (1 MW or 0.5 MW or more) according to the scale of the region.
• Target projects: Development of renewable energy facilities, infrastructure development, CO₂ reduction equipment, etc.
Priority Measures Acceleration Project
We will support the implementation of "priority measures" that form the foundation for decarbonization throughout Japan, such as the introduction of self-consumption solar power generation and energy conservation in homes and buildings.
• Grant rate: 2/3 to 1/3, or a fixed amount (varies depending on the project content and implementing body)
• Maximum subsidy amount: The maximum amount of subsidies per project plan is determined as follows, depending on the size of the local government.
Prefectures: 15 billion yen
Designated cities, core cities, and cities with special status at the time of implementation: 12 billion yen
Other municipalities: 10 billion yen
• Main requirement: Reduce CO₂ emissions from electricity consumption in public and government facilities to virtually zero by 2030.

• Target projects: Implement a specified combination (two or more, etc.) of the following "priority measures".
I. Self-consumption type solar power generation, such as rooftop installations
II. Location of Regionally Coexistent and Regionally Beneficial Renewable Energy (Installation on Unused Land, etc.)
III. Thorough energy conservation in office buildings, etc., and guidance towards ZEB (Zero Energy Building) conversion during renovations, etc.
IV. Improving the energy efficiency of houses and buildings (e.g., converting to ZEH (Net Zero Energy House) and improving the insulation of existing houses)
V. Zero-carbon drive (EV purchase support, car sharing, etc.)
Grant to accelerate the transition to decarbonization in specific regions
Targeting areas where private businesses will benefit from the construction of privately owned microgrids and heat pipeline networks through public-private partnerships,
We support the introduction of renewable energy, energy-saving, and energy storage equipment that has a high effect in reducing greenhouse gas emissions.
• Grant rate: Generally within 2/3 (within 3/4 if implemented in sparsely populated areas, etc., where the fiscal capacity index is below the standard)
• Main requirements: The "proportion of benefits to private businesses" in relation to the total project cost and CO2 emission reduction amount must be 5% or more.
• Target projects: Introduction of renewable energy equipment, infrastructure equipment, and CO₂ reduction equipment with high greenhouse gas emission reduction capabilities, connected to newly laid private power lines and heat pipelines.
