Eligible companies are "small and medium-sized enterprises and others that are taking on new business ventures aimed at corporate growth and expansion."

A business that is eligible for the special exemption for large wage increases is one that achieves the following at the end of its business operations:

Requirements for the Small and Medium-sized Enterprise New Business Expansion Subsidy

To apply for the Small and Medium-sized Enterprise New Business Expansion Subsidy, you must submit a 3- to 5-year business plan that meets all of the following requirements.

The business must meet the definition of "new business venture" as outlined in the New Business Entry Guidelines.
Formulate a business plan that projects an average annual growth rate of added value (or added value per employee) of 4.0% or more.
During the business plan period of 3 to 5 years after the end of the subsidy project, wage increases must be at least one of the following levels:

 (1) The average annual growth rate of total wage payments per person is calculated based on the minimum wage in the prefectures implementing the project over the past five years.

Every year, the minimum wage in the workplace must be at least 30 yen higher than the regional minimum wage in the prefecture where the subsidy program is implemented.

If the project is to receive funding from a financial institution, etc., the project plan must be confirmed by the financial institution providing the funding.
