The "Management Foundation Strengthening Project to Respond to Changes in the Business Environment" is a subsidy program implemented by the Tokyo Metropolitan Government.
The aim is to support companies in adapting to changes in the business environment in the post-COVID era.
Initiatives that have little relevance to previous business activities, those that respond to changes in laws and regulations, or those that do not contribute to improving competitiveness or productivity are unlikely to be eligible for subsidies because they do not meet the objectives of the subsidy project.
Subsidy overview
Eligible persons
The main requirements for eligible businesses are as follows:
① Be a small business located in Tokyo
Manufacturing and other industries: 20 or fewer regular employees
Commercial and service industries: 5 or fewer regular employees
② One of the following applies:
・Sales for the most recent fiscal year have decreased compared to "any fiscal year after the fiscal year in 2023."
・The company recorded a loss in the most recent fiscal year.
・Due to the impact of US tariff measures, sales for the next fiscal year are expected to decrease compared to the sales for the most recent fiscal year.
③You have never received a grant decision or are currently applying for any of the following projects:
・This project (this course and the assistance course for small businesses)
・Support for business development in response to the new business environment (support for strengthening business foundations through the formulation of business improvement plans (general course))
④The following conditions must be met depending on the location of the project.
・If the location is within Tokyo, the head office or branch office must be located within Tokyo.
・If the location of the event is Kanagawa Prefecture, Saitama Prefecture, Chiba Prefecture, Gunma Prefecture, Tochigi Prefecture, Ibaraki Prefecture, or Yamanashi Prefecture, the head office must be located in Tokyo.
⑤Other requirements
・Not be affiliated with organized crime or work in the adult entertainment industry
・You must not have received any other grants for the same theme or content.
・You are not in arrears (installment payments) of business taxes, etc.
・No incidents of fraud or other misconduct related to grant projects, etc. in the past five years
- There is no uncertainty regarding the continuation of the grant project.
・Obtaining necessary licenses and permits and complying with relevant laws and regulations
-Other than that, the Corporation has not deemed the project to be inappropriate for public funding, etc.
Target business
The initiatives eligible for support are those that focus on "deepening or developing the business that has been run to date" and are deemed to lead to strengthening of the management base.
Part of the costs required to implement the initiative will be subsidized.
The target is initiatives that are being implemented in response to changes in the business environment in the post-COVID era, etc., which are perceived as challenges.
Examples of initiatives are as follows:

・Renovating existing systems (improving business efficiency)
② "Development" of existing businesses = Efforts to develop new businesses based on existing businesses in order to strengthen the management base
・Introduction of machinery and tools necessary for mass production of new products (improving productivity)
・Introducing equipment necessary for selling new products and providing new services (improving productivity)
・Building a new system for use in-house (improving business efficiency)
*Even if an initiative is eligible, it may not be approved as a result of the review.

- Indirect expenses such as bank transfer fees, communication fees, and utility fees
- Interest paid on loans, late fees, installment fees, transfer fees, cash on delivery fees, expenses required for the purchase of land, buildings, vehicles, etc.
- General-purpose items such as televisions and computers that may be used for purposes other than their intended purpose
- Expenses required for purchasing, renting or leasing second-hand goods
- Points earned and used on point cards, etc. when making a payment
- Expenses that are deemed inappropriate for the use of public funds according to accepted social standards, etc.

Schedule
The first six rounds of applications have already closed.
If the number of applications reaches the planned number, the application period may close before the end of the application period.
