Ward roads and ward-owned passages

We receive many requests to investigate and prepare important explanations for properties in Tokyo, but many of them have narrow roads in front of them and there are many different types of roads. This time, we will explain the roads managed by each ward in Tokyo.

What are roads managed by the city?

There are two main types of roads managed by the ward.

These are ward roads and ward-owned passages (ward-managed passages). 

(4) Ward roads: Roads under the Road Act (width of XNUMXm or more) 

(2) City-owned passageway (ward-managed passageway): A passageway used for general traffic that is designated by the ward mayor and whose land is owned by the ward. It is set based on the ordinances of each local government.

What is important to note is that there are many roads that are not designated as roads under the Building Standards Act, and in such cases, in principle, construction is not allowed. (*Except if it is classified as a Section 2 road)

 
In addition, private roads that meet certain standards can be made into ward roads or ward-owned passageways.

Important information about real estate that connects to ward-owned paths

 In principle, the explanation is that ``This property does not abut a road under the Building Standards Act and does not meet the road access obligations stipulated in the Act, so no building can be constructed.'' 

However, this does not necessarily mean that construction cannot be done.

Construction will be possible if permission (No. 43), Article 2, Paragraph XNUMX of the Building Standards Act is obtained.

In order to obtain a "permit," prior consultation with a government office or architectural review board is required.

There are also cases where road widening is a condition for obtaining a permit.

Each ward is conducting maintenance projects such as narrow road widening projects and narrow street widening projects.

Depending on the ward, some projects are voluntary (request for cooperation), others require prior consultation, etc.

Whether or not the property is adjacent to a road that can be built (or rebuilt) is an important consideration when buying and selling real estate.

Careful research is required as it affects the purchase price of real estate and the buyer's purchase intention.
