In the FY3 revision of fees for disability welfare services, etc., all disability welfare service establishments and nursing care establishments are required to formulate a business continuity plan (BCP).
Against this backdrop, amid the spread of the coronavirus and the occurrence of large-scale disasters, the aim is to strengthen the ability of each business site to respond to infectious diseases and disasters.

This rule change
From April 5, 2024, it will be compulsory for all disability welfare service establishments and nursing care establishments.

Expert opinion
BCPs, which have traditionally been formulated by general companies, are now mandatory for all disability welfare service establishments and nursing care establishments. From April 2024, all welfare and nursing care providers will be required to formulate a BCP and prepare for emergencies such as infectious diseases and disasters.
The following four main initiatives are important when formulating a BCP.
- Decide who will be in charge of each
- Organize contact information for staff, users, administration, etc. and prepare for immediate contact.
- Identify necessary supplies and organize stockpiles, etc.
- 1 to 3 above will be shared among staff, and regularly reviewed and trained.
As mentioned above, instead of just formulating a plan, it is necessary to formulate a "functional" BCP, including giving lectures to on-site staff.
In particular, welfare and nursing care businesses are required to continue operating in times of emergency. In order to restore and continue business operations under unusual circumstances, it is extremely important to prioritize operations and ensure that all staff within the business understand the situation in advance.
However, since BCP involves a huge amount of content and documents to be prepared, it is currently difficult for welfare and nursing care providers who provide long-term care to users to handle it.
Points to master rule changes
First of all, be sure to secure a date for the survey to create the plan.
BCP not only confirms the quantity of food and stockpiles stored at the business site and purchases shortages, but also organizes emergency contact information for all staff, checks local city plans (hazard maps, etc.), and conducts business operations. It is necessary to concretely imagine the kind of damage that can be expected in the event of a disaster, and to devise countermeasures.
However, I think there are many business operators who are busy with their daily work and don't have time to devote to BCP, and would like total support, including disseminating information within the company.
