PayPay Corporation designated as Japan's first digital salary payment service

On August 2024, 8, PayPay Corporation became the first company in Japan to be designated by the Minister of Health, Labour and Welfare as a digital salary payment company.

This designation will allow workers to receive their wages through cashless payment services.

Digital salary payments are expected to contribute to the promotion of a cashless society as a new way of receiving wages, replacing the traditional methods of cash and bank transfers.

However, there were many hurdles that had to be overcome before PayPay received this designation.

The digital salary payment system itself was lifted in April 2023, but the Ministry of Health, Labor and Welfare's designation review process was prolonged due to strict user protection measures.

In particular, important points of review included measures to protect users in the event that a money transfer service provider goes bankrupt, and waiving fees for salary withdrawals.

Background and Significance

Digital salary payment is a new system in which money transfer companies transfer salaries to accounts designated by workers.

With PayPay, wages are deposited into workers' PayPay Money accounts, and users can use the balance for everyday payments.

In addition, PayPay Money balances are protected by a guarantee provided by Mitsui Sumitomo Insurance Co., Ltd., and even in the unlikely event that PayPay goes bankrupt, the full amount will be guaranteed within six business days.

Expert perspective

In order to introduce digital wage payments, workers' consent and the conclusion of a labor-management agreement are required.

In addition, designated money transfer business operators are required to meet legal requirements and have appropriate management stability and user protection measures in place.

Having met these conditions, PayPay was designated as the first company in Japan to offer digital salary payments.

The reason why the review process took so long was that the government was cautious about starting the implementation of the system.

In particular, it appears that emphasis was placed on ensuring that the legal and technical foundations are adequately established so that users can use digital salary payments with peace of mind.

Future prospects

With PayPay designated as such, it is expected that digital salary payments will become more widespread.

It is possible that other money transfer businesses will receive similar designation in the future, which is expected to further expand the convenience of cashless payments.

However, it will be necessary to continue to closely monitor how the system is being implemented and the reactions of users.
