The flow of people from overseas is becoming more active! ?

On the 28th, the government's Industrial Competitiveness Council (chaired by Prime Minister Shinzo Abe) compiled a proposal to reduce the effective corporate tax rate in special zones to zero.
The aim, of course, is to attract foreign investment. It's about attracting money and people from overseas.
What I would like to pay particular attention to here is the point of ``attracting people''.
Specifically, the following proposals are proposed:
・Review the existing “point system” for highly skilled human resources and expand the scope of target people
・Create a special acceptance zone in Tokyo to increase the number of new foreign engineers entering the country (significant increase from 4200 to 1!)
・Acceptance of immigrants
It is currently in the proposal stage of the council's private sector members, but the goal is to ultimately implement it through tax reform in fiscal 2014.
If realized, it would be a great benefit not only for attracting foreign capital but also for companies that want to employ talented foreigners.
