Activities that require road use permission

A road use permit is a permission granted by the police (the police station with jurisdiction) under Article 77 of the Road Traffic Act to prevent traffic hazards and ensure safety when using a road or a specific section for purposes other than traffic.

The activities for which a road use permit is required are mainly classified into the following four categories (permits 1 through 4):

① Act of attempting to carry out construction or work on the road (Permit No. 1)
Examples: Building exterior wall repair work, installation of aerial work platforms, loading and unloading of materials, etc.

② The act of attempting to erect structures such as stone monuments, signs (advertising boards), arches, etc. on a road (permission under Article 2)

③ Acts of attempting to set up stalls, stalls, etc. on the road without moving the location (Permit No. 3)

④ Actions that involve holding festivals, events, filming, etc. on roads (Permit No. 4)

Procedure flow and required documents

When applying, you must submit the necessary documents to the police station that has jurisdiction over the area where the road will be used.

Documents to be submitted:

• Police application form (Road use permit application form. Downloadable in Word or PDF format from the official police website, etc.)

• Attached documents (including diagrams showing the sections and locations to be used, site signage plans, and documents outlining safety measures)

Regarding changes, updates, and reissuance

If any changes occur to the plan after the application has been submitted, you will need to submit a change notification. Also, if you wish to extend the usage period, please go through the renewal procedure at the application counter. If your permit is damaged or lost, please go through the reissuance procedure at the application counter.
