Liquor licenses are per sales location, not per applicant.
Please note that the type of license you need to obtain differs depending on the tax office with jurisdiction where the sales place is located.
In particular, there are cases where an import/export liquor wholesale business license is required, and cases where a general liquor retail business license is required.
If people in Japan can also purchase, in most cases a mail order liquor retail business license is required.
