What is the business foundation strengthening project to respond to changes in the business environment?
The "Project to Strengthen Business Foundations in Response to Changes in the Business Environment" is a subsidy program aimed at small and medium-sized enterprises and small businesses in Tokyo, supporting the strengthening of business foundations and new developments. It was launched in fiscal year 6 with expanded content as a successor to the "Project to Support Business Development in Response to New Business Environments," which was implemented until fiscal year 2025.

Who is eligible for assistance?
Corporations and sole proprietors who meet all of the following conditions:
A wide range of industries are covered, including manufacturing, construction, retail, and services.
- Have a head office or business office in Tokyo
- Being a small and medium-sized enterprise as defined in Article 2 of the Small and Medium Enterprise Basic Law
- The implementation of the subsidized project and expenditure of expenses must be carried out within Tokyo.
- The applicant must not be receiving any other subsidies or grants from the Tokyo Metropolitan Government for the same business.
What businesses are eligible?
The initiatives eligible for support are those that focus on "deepening or developing the business that has been run to date" and are deemed to lead to strengthening of the management base.
The target is initiatives that are being implemented in response to changes in the business environment in the post-COVID era, etc., which are perceived as challenges.

Important points and application points
- All applications are made online using G Biz ID Prime and J-Grants.
- The application period for each round is approximately two weeks, and applications will be reviewed if submitted within the period, not on a first-come, first-served basis.
- You will need to submit a business plan that explains the basis for eligible expenses and details of specific measures to address management issues.
- After application, the documents will be screened, and those who pass will be interviewed in person.
- The interview will assess the feasibility, development potential, marketability, and ability to self-analyze the business.
- Once the grant is approved, the project must be completed within one year.
- Contracts for eligible expenses must be concluded after the grant is approved. *Expenses that are contracted before the grant is approved are not eligible.
- Payment of eligible expenses is generally made by bank transfer.
- Subsidies will be paid after the eligible expenses have been delivered and paid, and the performance report procedures have been completed.
